First-Time Homebuyer Programs in South Carolina

 

Several statewide, federal, and local programs are available to help first-time homebuyers in South Carolina with down payment and closing costs. Many of these options are offered through the South Carolina State Housing Finance and Development Authority (SC Housing).

Statewide SC Housing Programs

SC Housing Homebuyer Program

  • Overview: Offers qualifying first-time homebuyers a 30-year, fixed-rate mortgage with optional forgivable down payment assistance (DPA).
  • Financial Assistance: DPA comes as a second mortgage at 0% interest with no monthly payments. The loan is forgiven after you live in the home for the full term (either 10 or 20 years, depending on your income).
  • Eligibility: Must be a first-time homebuyer (or have not owned a home in the last three years) and meet credit, income, and purchase price limits.

Palmetto Home Advantage

  • Overview: Provides forgivable down payment assistance and competitive, fixed-rate loans for first-time and repeat buyers across all 46 counties.
  • Financial Assistance: Offers up to 4% or 5% of the loan amount in DPA, structured as a 10-year forgivable loan with a 0% interest rate.
  • Eligibility: Has a statewide income limit of $127,200 and no purchase price limits.

2025 Palmetto Heroes Program

  • Overview: Provides $10,000 in forgivable down payment assistance and low, fixed-rate mortgages for public service workers.
  • Eligibility: Supports teachers, nurses, law enforcement, veterans, active-duty military, and first responders.

Mortgage Credit Certificate (MCC)

  • Overview: Offers a federal tax credit of up to $2,000 each year for the life of your loan, based on the mortgage interest paid.
  • Benefit: The tax credit reduces your federal tax liability, which can increase your qualifying loan amount.

Federal Programs Available in SC

  • FHA Loans: Backed by the Federal Housing Administration, these loans have more lenient credit score requirements and a lower down payment of 3.5%.
  • VA Loans: The U.S. Department of Veterans Affairs offers loans with no down payment requirement for eligible military service members, veterans, and surviving spouses.
